In the atmosphere it doesn’t really matter because the % of energy that goes to the EMP pulse is less (in air, a nuke delivers energy via thermal, EMP and mechanic means. The later being by creating shockwaves in the air). In space only thermal and EMP energy are created so the pulse is much stronger. Just detonate the nuke on space, over the intended target area and voila. EMP.
